Hopefully quick question. Can you incite rebellion in your own (non-capital) population center? Thanks.

From what I understand, you can do that. Not only can you, but even an envoy can do it to any of your PCs sucessfully. So you can do it cheaply.

Yes, can be easily done. Not usually a recommended strategy though. Maybe you have a new line of thought?

some very advanced strategy, only useful in Alamaze games where communications are blocked. you rebel your own PC, make one neighbor thinking that you are being attacked, so that he feels that you are unlikely going to attack him soon....

I'm more thinking about avoiding potential problems, rather than using this as some tactical masterstroke.
