I think naming emissaries to convey messages to opponents is violating the spirit of the anonymous, no-communication compact that everyone has agreed to.
The goal of these games should not be to find a workaround for the lack of 341-349 orders and forum interaction. It should be to experience the game without communication.

I have only played in one full Anonymous game, but it strikes me that every interaction between kingdoms is a form of communication. If I stumble across a PC you own in my controlled region, I am communicating with you whether I attack or I move away.
In the Anonymous game just completed, 136, I gained the first HC seat. The second went to BL who immediately supported my inf raise. I took this to mean - 'Hey, let's work together on the Council' and I reacted accordingly, voting Yea on several BL issues and vice versa. Very clearly communication of a sort, but I don't view this as breaking the spirit of Anonymous.
Likewise, I encountered another kingdom in the neighboring abandoned region and intentionally avoided attacking them there. That message was received and the other kingdom reciprocated, a detente that lasted the whole game.
I don't think 'communication' like this truly avoidable. I agree that naming an emmy 'Attack GI' and moving it to a neighbor's PC is inappropriate, but just about everything short of that is fair game.
