Has anyone been in this starting situation where it didn't mean war from the start? If not then how do you communicate your non-aggression? Maybe you could start by declaring the other kingdom an ally to get the message across?

That is a very good question that I have asked myself on many occasions. If there is communication, for example between the SO and the RA, or the WA and the GI, or the TR and the AN--how would that change the political landscape?

Well you couldn't really have any communication that I can think of beyond declaring someone an ally or enemy.
I do also wonder if the kingdoms you mention aren't at a bit of a disadvantage in Anon play for this very reason.

I ran into this in 136, where everyone received a random kingdom. I pulled the RA, and Thallion II pulled the SO. On turn 1, we ran into one another with groups. We both issued defend orders, and SO declared me an ally, which I took to mean "all yours, buddy". I proceeded to race him to pick up the region and left anything he had picked up alone. Unfortunately, we both expanded into region 6, and apparently he didn't feel the same way. I took the region for 1 turn, then had a slew of pop centers taken either via him emissaries or by invisible groups. I took a couple back to try to tell him it was first come first serve, but he just took them back again and I was left with a decision on if I wanted to fight him over it, which I didn't. I then interpreted this as his way of inviting me to take what he had in 9 since he had done that to me in 6, but the game was over before I really had a chance to see how that would play out.
I would definitely say that kingdoms sharing a region have it a bit rough to start in an anon game.

If you capture and emmy, try returning him. It will take two turns but you will have an ally. If you get on the HC use and issue to raise the person you want peace withs influence, that helps.

I always wanted to name an Envoy, iwantpeace and send it into someones city, but I felt that was crossing a line on the rules.

I can also verify passing back a captured emmy does help make friends.
I have no problem with naming an emmy. I would if it were an inside joke that let's only the intended target know. I would like a forum only talking game. Kinda hard for someone to says hey let's go gang bang this guy without others jumping to his aid.
