I've got a couple emails about the differences between the new guard prisoner (order 299) and the normal counter-espionage (order 920). This is how the code currently works but I can change it if Rick says so:
Guard Prisoners (Order 299)
Provides protection against emissary escape (order 385) and agent rescue hostage (order 950).
Guard (Order 925)
Provides protection for emissaries against assassinations (order 940), kidnappings (order 955), and steal artifact (order 960) but only if the emissary/agent/priestess has possession of the artifact.
Counter-Espionage (Order 920)
Provides protection against nearly everything else: poison food (order 615), sabotage PC (order 930), sabotage seapower (order 935), assassinate group figure (order 945), steal artifact (order 960) but only if not in possession of an emissary/agent/priestess, and steal food/gold (order 965).
What orders are not covered by a defensive agent doing 299, 920, 925: transfer prisoner (353), learn info (692), bribe (900), and recon/trail (691, 970, 971, 975, 976, 977).
