Lost wizards when groups combined

I thought this had been changed in a way that just prevents the groups combining.

Picked up adept twins in an encounter and then lost them when I combined with another group.  Is this right?

If you combine 2 groups, whatever doesn't fit is lost. If you don't  know what the encounter is and its figures, you will lose them if theres already 3 in group

Apparently.

For some reason I thought that had been changed to just disallow the combining.

I think what was changed was ESO rewards are no longer lost if group full, but will move to next group.

That is what I recall too.  The combine order is still very dangerous as to loosing leaders.  If you every have a need to eliminate your own it is a good thing to remember.
