Some people do change course when they see someone starting to dominate, and then go try and stop them. Some people just don't. Not everyone plays to win, many times I will have personal goals which don't include winning (even though I managed to crush Painted's red dragons and win with the mighty Tyrant and no I do not get tired of mentioning that.)
Singling someone out early in the game due to what they might do isn't really a fun way to play, and might be viewed askance if it becomes a habit. That said, I think Painted gave up the right to be immune from that kind of behavior when he choose to stomp on so many games
