What's the communications in this game again? Is it forum only?

AL to GI: You can have my town in Zanthia (census 25,651) if you let me tax it on turn 3. If this game is forum only communications then I'll have to provide you the location here. Let me know and I'll post the map area before turn 1 executes to save your movement order over it.
