Would really like the one substitution rule the way I described. looking at NE and shared regions some teams are much better off that others a substitution may help put some of the last to pick kingdoms on fairer grounds

Once we move to a substitution rule we might as well simply go to a draft.
Order of draft (using HeadHoncho's weighted draft selection order) can be in reverse order of total podium finishes.
To be honest, I would rather draft last than pick first from the pre-selected teams.

Actually going over the teams and putting them down on paper. I kind of like the teams except for one team but that is always the case. And in this case will go to the team with hands down the most experience and the only team that has won together, so seems pretty fair really.
I am good with or without subbing.

3. Sorcerer, Black Dragon, Dwarves

Not going to specifically call out which team because we still need to select teams and would like to keep the game at least mostly anon. Teams 1 and 2 seemed positioned to fight each likely over 5 or 6 regions. Teams 3 and 4 would fight over 4 regions with team 4 maybe fighting over region 5 vs team another team. That would likely give the overall winning edge to team 1 or 2.
Break it down further
team 1 has 1 shared region and 3 natural enemy
Team 2 has no shared regions and 1 natural enemy
Team 3 has 1 shared regions and 3 natural enemy
Team 4 has 2 shared regions and 3 natural enemy
Team 2 gets an advantage twice. Maybe remove all NE would help some
I still have no problems with the teams just looking things over.

In the previous Magic game, the one team that did not have a true wizard kingdom (would be JF's team #1 in this case) did well until about turn 12, and then got hammered. This team lineup gives them the Gnomes, which is probably the #4 magic kingdom. They didn't have that before (EL, DE, RA).
Back when Phil was running Alamaze and I was out of it except talking with him, we would discuss Alamaze for hours on a weekly basis. He loved the differences and nuance among the kingdoms, but when pressed on which was more important: kingdom or player, he would generally side on the strength of the player. And he was the master diplomat as a player, so he was not necessarily the best tactician, but he would establish a relationship with many kings in the game. Just saying, you could probably give someone like Jumpingfist a watered down Dwarven position and he could win.
I like the preset teams as it brings clarity and a chance to form coherent strategy rather than fishing in the dark. We have plenty of draft games as is.

Also, I still believe the Magic games are the best of all the (16?) formats we offer. If you haven't played, try it, you'll like it.

Totally agree the Magic format is a great blend of both format. Also excellent for someone wanting to learn those nuances because the teams generally share there turns which allows you to directly see how other play and react to problems. Never know what you will learn from game to game.
