It seems to me that the heavy military kingdoms have a tougher time getting VP's then others due to wizard costs as well as agent and caster level caps. I wonder if perhaps maybe a few points could be thrown their way based on a level of decorations they earn. The hope would be this might make the non caster kingdoms to start marching earlier? I am not sure what decoration do in the game besides are cool to win, but I thought they could help earn a few points to reward the active armies and maybe point some of the newer players (like me in 3rd cycle) in a certain direction, besides hunkering down.

Military kingdoms do get status points for Marshals and Warlords as well as large armies. Fall of Rome did award status points for the most experienced brigades; it would be cool to award points for Elite Brigades.

What are the Decorations for that you win for your army and leaders?

unfortunately this won't help... the issue is once the wizards are raised... their army comes out and just smashes... you will just end up giving them more status points as well.

It could be something like that, or at least the threat of that. Again the game was designed as a diplomacy game, but there is a lot of popularity with Anonymous or Silent, so the dynamics change significantly. I just defend my intentions, not all the permutations.
