Build up type game

this is not a signup.  I am only curious if a build up type format is something anyone would be interested in playing.   Perhaps after the current 3 game queues get resolved.

Build up game
10 kingdoms no dispersed.  
Chivalry bonus to kingdoms that are not mastery or superior magic
Turn 1 all kingdoms must issue a 240 order for PCs outside there capitals region.  
All militaries outside the capital region must move to the capital regions as quickly as possible.
No fighting even if two militaries meet during build up phase.  US go to the kingdom in there home region (so you will like not get your foreknowledge artifacts)
For the first 10 turns no emissaries, groups or agents may leave the home region. (This includes artifact hunting)
No declaring enemy or ally for first 9 turns.   If game is silent or anon no ally declarations
No agent actions outside of the home region for the first 10 turn.
Council issues can not be directed at another kingdom for the first 10 turns and must be secret ballet the whole game.
Turns 11-15 you can only move into another region that either you are already declared as an enemy or they have declared you an enemy.  This is based on current owner of region.  So if neutral no warning needed.
Turn 16+ free for all.

These are all player enforced no game changes

Is the kingdom a draft, or 1st come 1st choose by say region, then choose 1 of 2 in that region? I like the layout!

My personal preference is sign up then random order for region choice.  Then pick which kingdom.  I like the 24 hour thing Ry Vor has been using for kingdom picks after regions have been picked.

Foreknowledge gives you the location of unusual sightings.  Most the time these are not in the same region your capital started in.   Basically I am trying to avoid someone deciding to hunt for an artifact and not returning to there starting capital region.

So I would still be able to hunt those artifacts once the turns allow me to cross my borders?
Or can you only ever get artifacts from your home region?

Yes if they are still there.  But the trade off is you get basically all artifacts in your region.
