It was decided to choose the kingdoms after the draft order. No restrictions on kingdom choices was finalized before draft choices were made. We would not have picked choice D if the limited number of kingdoms was in play. I and my team were under the impression that the only restriction was 1 kingdom per region and either a D1 or D2 choice.

No, it was planned as a none wizard game from the start. Dont know how you came to that conclusion.

To be fair, it looks like the low magic kingdoms were 'suggested' a couple of times but it doesn't look like everyone signed off on it. That said, I think that anyone should have made their objection known before we started drafting, and/or clarified the rules before one picked a draft position.
