No, the game cannot accommodate partial pagan.

There are either no HP and no Ancient Ones, or there are high priestess and Ancient Ones. There is no version of HP's can give some orders but not others.

I don't think its good to eliminate so many kingdoms from selection. But if players in this game want it that way, everyone in the game should be clear you probably don't want to take any kingdom that is Devout as they are balanced along that aspect.

Rather than delay this further, there has been no support for a Pagan version here at this time.

I would be careful about that. He has been known to smite those who do not offer up proper prayers.
