On the standing orders, can't remember if it is 3 or 4 and it does vary by kingdom. One of the great things about the order checker is that you just keep adding standing orders until the order checker gives you an error message. Same method after controlling a region.
As for the attack numbers, yes, 2x is a good rule of thumb, though numerous spells really reduce that number. I have seen a strong mage kingdom take Stormgate with less than the city value with all of the right factors put together.

Yep, this is the answer I got from unclemike when I asked the same a couple of weeks ago:
“In 4th Cycle, it's 4 standing orders plus 3 per region unless your kingdom has the Forethought trait which increases it to 6 standing orders plus 4 per region.”
And yes, 2:1 ratio is the one I’ve been thought as well, seems to be quite good general rule of thumb. But as VballMichael already said, it does depend on many factors (magic, artifacts etc.), which is not included in the value vs. PC you see, whilst bonus from leaders, moral, attrition, kingdom terrain bonus and terrain type is already counted in in the value you see. Not sure about bonus from forged weapon though...
