RD - CI

I would prefer you double tax. If you double or triple recruit it will reduce the value of the popcenter output for the entire contest. Not a neighborly thing to do! I prefer to send an emissary this turn to Usurp after your Tax on turn 3. Is there a group there to block my movement?
