I would say you could pick region or kingdoms first like normal but open to whatever people want

Worked out best this way for you. After regions are picked, it should go back the other direction, giving a great kingdom choice for those regions? No?

Waiting to hear it he pick rules Painted Lady. Then the thinking starts which takes time.

Let's just settle on picking regions first and then kingdoms. It's really the only thing that makes sense.
