Zombie v. PC question

Does the brain eating victor always gain just 2 new zombie brigades regardless of the size of the PC?

The description says 1 new brigade to 2 brigades killed, and I thought the "conversion rate" for PC defense was approximately 2000 defense= one brigade, but a recent battle against a much more formidable PC netted me only 2 new zombie brigades (and I was not at the brigade limit for the type.)

So do successful PC battles always get 2 (or max 2) new zombie brigades?

Does this mean PC occupants lack brains?

I've found that cities get you 2 brigades, towns get you 1 brigade, and villages get you morale.
