There have never been clear definitions. Those who participate in ongoing trading between two kingdoms claim that it does not represent a non-aggression pact or an alliance. Those on the outside of those trades point out that it is not likely that trading partners would attack each other.
Some games have compromised and said you cant trade in back to back turns or you cant trade 3 turns in a row. Normally this results in the trading partners taking a one turn break and then they resume trading, which really does not resolve the concerns of those opposed to persistent trade partners.
There is no good answer and yes posting trading rules when a game is in setup would help clarify the rules but not resolve everyone's concerns.
