That's scheduled to change. RD and BL will be able to investigate sightings, but won't be dragon-like in doing so, confined in tight spaces and so forth. And they won't be able to use weapons, rings, or armor. Not sure when this will be in place.

Yes, if the artifact is capable of being stolen from the wild, the dragon agents should be as capable as any. I had never really considered this. Probably because I lost an L-18 and L-19 failing to steal artifacts that way as the Underworld obe game way back.
