Are there orders or spells you NEVER use?

Seems like the main use for Plague would be in fighting a kingdom that is doing a lot of recruiting.  By my count, there are only 7 potential kingdoms that would be.  Also, Plague requires a P8 for all but the Wizard kingdoms.  So you'd pretty much have to have a successful wizard kingdom fighting a heavily recruiting kingdom for it to really be useful in its most obvious application.  Not super high odds of that.

The only other use I can think of at the moment is Plague a region multiple times then swooping in, taking a few PCs and boosting their Census with 610 Spells and/or 600 orders for Food or Gold.  That would make 2 or 3 PCs in the region the vast majority of the regional census.  This use case is far too long and convoluted a tactic to see really being put into action.  Why not just Destroy the PCs you don't own?

It should probably be Foment Unrest.  Politicals always use fancy words for what they do.

My answer is #390 - King Increase Treasury by Relinquishing Influence

I've been pretty desperate before but has anyone been desperate enough to issue this 'rather desperate order'?  I haven't.  The truly desperate are sitting at 8 Influence already, usually . . .

I used 390 once - I had a king who had gotten influence very quickly and it was like 19 but then he got clobbered and it was winter - there was no way I needed that many orders and I needed some money. I felt bad about it, though.
