I agree with the IL, but that is due to placement. I think if you placed the Il not in a contested area they are probably one of the most powerful mages in a diplomatic contest.

I am basing on a newer player. I believe being between two other wizard kingdoms is much safer than region 4 or 8. In my dual match with Drogo SO vs NE. NE vs SO. The SO will be winning both games. But kingdom strength does not always out way safety and the time to grow and recover from mistakes that region 2 offers.
