I beg to differ.  No high Elf would randomly undermine the proper functions of a high council.  
Gentlemen, we have before us the chance to restructure the council.  A secret yea vote this month means no longer will you have to worry that a simple plea for increased influence will be denied on a whim.  That your endorsements upon other regions will be denied because Lord Toby woke up feeling feisty.  The Elf has spread false rumors throughout the land concerning my kingdom.  Instead of a noble fight, he seeks to worm his way into your hearts through treachery and lies.  
Ask yourself, do I feel confident that my issue will go through, or am I worried that it will be voted down, unwarranted?  We have seen the random denials in the past, so if your answer is "I am concerned", then your vote must be Yea!

We have imported a great deal of excess sheep manure from the Sorcerer's flocks. With a little bit of magic added you should see your crops begin to flourish. Bounty being cast this and next turn. In regards to our mutual interest in the X marks the spot ... I have used many orders to position my patrol appropriately and will be searching this turn. I would appreciate you leaving it for me but if you too have worked hard to get there I am happy to make it a race and may the best treasure hunting party win!

Was it the brothels or the equally famous Stormgate Guards that drew you to Stormgate? Tell the truth. Impressive to see the stubby Dwarven legs got you all the way there so quickly. Congrats on what I assume was a surprise assault on quite the prize.

(PI) Glad to hear on bounty, but seems to me you'd leave the encounter to me for incremental thanks leaving your town alone for these 8 turns. I've received nothing as of yet while you had the luxury of the production. I'd appreciate your patrol moving on. Can you do that?

DW-NE We are thanking you for the goodwill Master Necromancer. We could not stand to see all our beautiful stonework being covered up by doilies and colored curtains by those horsewomen. Plus they clogged the castle drains with all their feminine necessities.

Such a waste of great craftsmanship.

DW-All Having found the southern climate, not to our liking we have left all claims (except the ones we already possess) in the untamed lands. Feel free to grown into that region. Taking of our two properties there will still be considered a hostile act however.
