I think LD is right about the 10 as I received this message:

SEAPOWER IN THE SEA OF XXXXXX IS ALREADY AT THE MAXIMUM LEVEL.

I asked the question because the text wasn't clear , I wasn't sure level = amount. I did have 640 orders on that same turn that didn't process so I had my suspicions.
