Actually I see the AN/DE invading each other quite frequently. As for the GI/WI, I think putting Viperhead on the other side of the sea will be a huge help. I always felt that the fact that the GI got 171 on Power 1 combined with the fact that he could often march a couple of groups to Viperhead on the first turn gave him a very unfair advantage. That's now gone and it's a good thing. I think the reason you don't see much EL/DA action has more to do with geography than anything else.
But the way I see it, if during the cold war, a Soviet agent showed up in the US and started talking smack, he would not be taken very seriously because the US was the 'natural enemy' of the Soviet Union at the time. Perhaps by giving everybody in the US a subscription to Soviet Life magazine, they might get their regional reaction up to Suspicious from Hostile, but that's about it.
