Actually I see the AN/DE invading each other quite frequently. As for the GI/WI, I think putting Viperhead on the other side of the sea will be a huge help. I always felt that the fact that the GI got 171 on Power 1 combined with the fact that he could often march a couple of groups to Viperhead on the first turn gave him a very unfair advantage. That's now gone and it's a good thing. I think the reason you don't see much EL/DA action has more to do with geography than anything else.
But the way I see it, if during the cold war, a Soviet agent showed up in the US and started talking smack, he would not be taken very seriously because the US was the 'natural enemy' of the Soviet Union at the time. Perhaps by giving everybody in the US a subscription to Soviet Life magazine, they might get their regional reaction up to Suspicious from Hostile, but that's about it.

The order to Enamor states it clearly in The Commands:
"If a declared enemy controls the region that is being attempted to be enamored then you will be unable to become friendly as long as he maintains control. If your natural enemy gains control of a region it will lower your regional reaction in that region by two levels. As long as he/she controls the region the best regional reaction you can have in that region is Suspicious."

Shouldn't be mysterious.

Dark Elves hate Elves. This rule is to impose that idea, that it is very unlikely Dark Elves will win the hearts and minds of Elves. It does not preclude military victory or espionage and many ESO and Secret Victories require some element of dominance over a natural enemy.

I had missed or forgotten that part. Not a big deal. My point about this discouraging attacks on your natural enemy stands. If that was the intent, then all is good.

PS, Rick, I knew that using the phrase 'design flaw' would get you riled up. I was mainly just messing with you.
