More of my reinforcements have drowned than I care to admit!

Nothing is worse than missing reinforcements when you are the TR. In one game, I did that three times!

All drowning, independent of sea battle, is scheduled to stop. It will be that a group without sufficient sea power cannot move, not that the group is destroyed. This is about the last of my major issues, along with the ESO and SVC changes.

Yes, the only repercussion is you cannot move without adequate sea power.
BTW, I do encourage players to start exploring sea power as it will be huge in the next cycle, as my apology for allowing it to languish so long in terms of design. Look for Atlantis, and for the pirate nation of the Brotherhood.

Maybe there should be a city in a sea square also.
