Who can confirm what rules are in this? Are Hp allowed immediately? Are the elf and darkelf and ranger changes in? Can black recruit phoenix? Entrenchment?
None of this is clear to me.

I'm not sure about the rest, but yes - choosing a non-default ESO does require an order and it does count against your max.
Exploratory has been the standard for a while now. I doubt that's changed but we need confirmation, especially since there are some returning players in this one.
