Order 320 says it is for a non-neutral pc. are the cities not neutral at this point?

Human controlled. to Neutral to player controlled. So from Human to player would count as two movements if that makes sense.

Totally. Stupid humans.

so going by the above example jumpingfist left... this turn I can move my two emissaries to cradi via #350. Next turn first guy pops a #320 and second guy #330. With luck... city time!

yes that is correct manaleshi. The GN does sometimes run into a problem if you send two emmies to take the city you may run out of emmies to take enough PC to control the region. The easy hedge to this is send the two emmies to take the city but make sure you leave enough gold in the tank to move one of them out if required to take the region. turn two and three are sometimes expensive turns because you need to move all your emmies. the good thing in if your doing that your going to get many PC under your control.

For gaining control of the region you are required to have 50%+1 of the total census. so if an average region which everyone except the warlock start in has aprox 8 town, 8 villages and a city. you can make a village worth 1 point, town 2 points, and city 4 points. that make for 28 point of pop centers in the region. if you can take 14 points you will normally take the region due to owning your capital which is normally about 20% more census than an average town. sometimes you can get lucky and take with 13 or unlucky and 14 is not enough. shoot for 15 points and you will always get the region at the start. you start with your capital and a village so already have 3 points if you take the city that make 7. so you need to find another 7 points to gain control. basically about 5 PC (2town 3 villages). 25% of the squares on the board are PC squares. so on average you will need to search at least 20 squares. The more you search the better your odds of getting what is needed to get control on T3.

if you have not yet put a 991 order that would be good to get out of the way.  everyone should be taking control of a region as one of there ESO goals in this format.

If they forget, they can ESO on turn 2, right?

And I've locked my orders in... wish I had one extra. Noticed my Baron was not in range of the city so I had to send my prince... at an extra 3000 gold.

I didn't sell wheat for gold. I decided to 500 and adept instead. I should have about 42k gold next turn... hope that is enough.
