Just as a random example, five finger Harry came back from a visit to Sirroco this month, and, well, you know Harry, his bags were jam packed with stuff that some people might argue, well, didn't belong to him.  But you see, Harry just has a unique understanding of personal property rights, a characteristic of his!

So, we know the stinky Dragons won't be upset.  Whether Harry leaves town with items that "belong" to someone else, or our archeologists dig around on "Dragon Property"  They don't mind!!  Dragons may be stinky, but they are good people too.

"If, for instance, our archeologists were to run into other groups of adventurers, however superior our forces might be, we would never attack, we figure, hey, whoever makes the find first, makes the find first, there's no reason to fight about it." - during a non communication turn clearly spoken we now know, to the IL. Speaking with the EL is always allowed because he's new.

and then subsequently today : ""but I will note that our kingdoms did meet in a contentious situation and we, as promised, did not resort to any violence""

And how do I know this is likely? Well regional intelligence from Krynn during the turn when Mr Hobbit broke the rules:

Reports from the countryside produce Regional Intelligence concerning the sighting of the
following foreign military groups (masked/ambushing/invisible not displayed):

Region Group Name Group Size

Krynn 1st Halfling Division
Krynn 2nd Halfling Patrol
Krynn 3rd Halfling Patrol
Krynn 4th Halfling Division
Krynn 1st Illusionist Patrol
Krynn 4th Illusionist Brigade

Must be a coincidence that he posted that when all of his groups and 2 of the IL were in Krynn at the same time.

RD-HA: We do mind a big mouth for such a little guy babbling on and bragging about taking our gold. We're going to take some back this turn. Whether your pc's are utterly destroyed or just taken for a couple of turns and I move off is up to you. 

I'll consider it a lesson taught if you agree to give me the two villages I'm going to take this turn. If not-I'll destroy the town instead of just taking it and move on to destroy another one next turn. I can even tell you which town it's going to be if you like and you can bring your army of shoeless hobbits there to meet me for a party next turn.

Your choice.

My goodness, Mr. Dragon, you seem so pale, and sick!  The lights in the sky are just fireworks my very good friend, you should stay longer and enjoy them!!  And those berries there on those thorny bushes... hm hm hm, yeah I am so sorry we should have warned you about those, they will make you sick every time!

Those old buildings outside the capitol, which is over here, on the water, they are of no use to us.  If it would please you to destroy them, then by all means, enjoy yourself!!  There are probably a few bits of treasure there for you to scrounge, but compared to our glorious capitol, over here, on the water, its really just a pile of trash.

We'd invite you to see it, our glorious capitol... but alas, dragons are so afraid of water... wow, I bet that's why they are so stinky!!

No worries. I'll destroy them. All good. Just try not to disregard the rules of the game any more ok?

Oh gee, I don’t know. Maybe when you announce “to the world” that if you happen to encounter another group artifact hunting (on the turn you encounter it) that here is how you’ll proceed.

I suppose in your view, as long as you don’t say “Hey Kingdom x” and then say what you’ll do it’s not diplomacy?

lol dude, you do you.  Again, if I tell the world what I intend to do, how is that diplomacy?  What you saw was halfling smack talk.  I told the illusionist exactly nothing that he didn't already know.  I had already said previously we wanted peace.  I was bragging that my force was superior, and I could have attacked if I wanted to, but had no intention to... as I had previously said.  AND I did it without divulging any game information.

YOU however, in trying to spin this as an infraction, divulged our locations to the entire game.  But I guess that's not really out of character for you, to spin the truth?

No dude he's just butt-hurt because he can't take a ribbing from a halfling, and he is impotent to do anything about it in game.  I notice he wasn't all up in arms at you for disclosing the fact that I have advanced wizards.  Neither am I, by the way, I'm just saying.  Selective outrage, another quality I find distasteful.

Its OK for him to act like a bully all game long but when I bust his balls a little bit he melts like a snowflake.

Halflings are Stalwart, do you really expect me to play my halflings scared of the big bad old dragons?  You never read Tolkien or Dragonlance?  Halflings are fearless.  Dude.  I am just busting your balls the same way you are busting balls all over the map trying to scare people with the big bad dragons.  And here is some more of me "telling the world what I intend to do" I'm bringing down the dragon empire, one brick at a time!  Bilbo, fetch me my ring of invisibility!

Anyway, it’s clear what you did. Bluster and babble and distract but you know your intentions. The wizard “reveal” was during a comm turn. That’s the point. My “bullying” in character is during comms turns. You told everyone what you would do for a specific scenario on the turn it occurred during a non comm turn. That is not smack talk.
