yes... so 11 is the max... cunning gets you to 14. 3 levels over that puts you at 17. Without the ring you are set there.

Agents may be promoted 3 additional levels with successful missions

Okay but I am lost at how the DA can go to 16. Can the UN go to more than 14? (not counting the plus levels from missions).
