Here is an idea, probably like guard idea above.

Sentinel-  Special agent with bonus on guard and counter espionage,  disadvantaged on everything else.   Provides free 970 if stationed at a controled PC.

Is there something about trailing a group that is specifically difficult? I ask as I hate when a high level agent is caught performing this task

It can fail.   I find if you issue a late order vs a group and notice no agents on counter espionage you can safely issue one of the pre 900 orders the next turn like sabotage food as they can not guard until 920 the next turn.

there wasn't a CE for the task. It still can fail? I assume this was a poor roll or is this more difficult that killing a governor.

Agent orders are never 100%. There is always a small chance of failure (probably around 3%). Even a Level 19 agent trying to kidnap an Ambassador has a chance of failing. Same is true in reverse....a Level 1 Agent trying to assassinate a King has a very, very, very slim chance to succeed.

I see you mention level 19 agents, how does one get a level 19 agent? I see none of the traits gets someone to that level as the max seems to be 17, but I do know in a prior 3rd cycle game the DA had level 19 agents.

Your agent can advance +3 levels over maximum by completing missions. 

Also, the Ring of Invisibility grants +4 levels.

DA max is 16. Does not mention where the extra +2 comes from but is it 16 before the 3 extra which would give a level 19 agent.

UN max is 18 if your curious.
