970 with an agent 1 will reveal a hidden capital, no? I thought this was the case but I have yet to find one this way. Do you need an A4? I can't find this in the rules.

What trait? It is not listed that way under 'secretive'.

Question, how many of the players know most of the unusual encounters potential locations? Is this the same for population set ups? I ask this for in one of my old finished games I saw this on turn 13:
OV 2nd Red Dragon Elan, Flaming Sword of the North 22294
OV 2nd Red Dragon Golden Spear of Lerix 74137
OV 2nd Red Dragon Key of the Staff 74352
OV 2nd Red Dragon Ring of Spells 80549
I am not faulting anyone, either player or developer, but this kind of tips the scales a little for high volume players. Are there a set number of places for each unusual encounter as well as each population center? For example, in region 1, is there only one water population center kind of data one can collect playing multiple games? This would make finding hidden capitals to some pretty easy if the Atlantis capital is in the water and always in region X in one of 3 places.

I don't believe encounters work that way. Having played in zone 3 multiple times the artifacts and PC locations are randomize. There are spacing details you can use to guess details but what you see on the 2RD is someone that was either lucky or actively looking.

The spacing of sightings is predictable, probably better to randomize this too without worry of clustering.
